By the end of the year Harding had logged more than 300 hours on the project, all the while thinking his work was being reviewed by his boss. It wasn’t. Reay thought Harding was up to the job; Harding thought Reay was shepherding him through his first full multi-storey design project. Neither of those things was true, and the end result was that when the drawings were submitted to the Christchurch City Council as part of a building consent application, the engineer who reviewed them didn’t like what he saw.
